ABSTRACT

Since Andrés Manuel López Obrador took office as president of Mexico in 2018, a growing concentration of power in the executive branch has been observable. This issue represents a serious risk because, as several studies have found, it has accelerated the erosion of the already problematic Mexican democracy. As head of state, López Obrador has systematically mocked, attacked, and delegitimised those who criticise him, including the media, NGOs and social movements, among others. In the literature, there is a broad consensus on the importance that social movements have in democratisation processes. Likewise, there is evidence to support that these collectivities are key to promoting the resilience of democracy. In this chapter, I discuss how collective actors led by relatives of the victims of the Mexican “war on drugs and crime” foster democratic resilience through their collective action frames and contentious repertoires. My main argument is that—although it is not their goal—these social movements defend democracy, first, by expanding the scope of political participation beyond the partisan logic that the government seeks to impose and, second, by bringing into the public debate a set of social subjects whose relevance has been dismissed by the official narrative. Besides contributing to deepening our understanding of the role of social movements in the resilience of democracy, this chapter calls for the construction of coalitions with other social movements that have also faced presidential power from their respective fields of action.
